Webhooks
Signed trust-state event delivery bound to governed pv_webhook_endpoints. Subscriptions are managed through POST /api/v1/mcp (create_subscription / subscribe_trust_changes tools).
Signed events
Append-only events record evidence binding, determination computation, reliance receipt issuance, and trust-state changes. No credential issuance events exist while issuance_authorized=false.
System states
Four distinct operating states apply to different data, keys, and authority levels. Understanding which state is active is required before relying on any API response.

Governed records expose their evidence scope, trust state, lifecycle state, limitations, and authority boundary without upgrading record state into authority that is not live.
