Evidence independence
Evidence sources are classified by provenance and independence. Submitter-provided evidence remains visible as such rather than being promoted into an independent source.
INDEPENDENCE
Independent does not mean isolated.
Evidence may come from sellers, laboratories, marketplaces, institutions, and public records. No source controls the trust outcome merely because it supplied the evidence. Independence is an inspectable operating property, not a marketing claim.

Evidence can be contributed. Trust cannot be purchased.
PROVENANCE VERIFIED™ accepts evidence from many parties. The governed determination remains independent of whoever submitted the evidence. Commercial participation does not become authority over the trust result.
Conflict clearance
Reviewer and organization conflicts are separate authority gates. A conflict can block progression even when evidence exists.
CUSTOS control
CUSTOS is an independent policy and integrity control within the authority sequence. It does not replace evidence review, approvals, or signing authority.
Subject matching
Each evidence item carries a subject_match_state (CONFIRMED/PROBABLE/UNCONFIRMED/UNKNOWN). Matching is not assumed from submission alone. An unconfirmed match is preserved as such in the determination, not promoted to confirmed.
Commercial interest does not become trust authority by default.
